Bid Description:
The Town of Bolton is seeking engineering services for the design, permitting, bid and construction for repair and improvements necessary due to erosion on Duxbury Road caused by the July 9th – 11th flooding. Along Duxbury Road there are two embankment slides that require bank stabilization and additional repair work. This project would bring the road to Vermont Codes and Standards. It is expected that the project may require permits from the Agency of Natural Resources and/ or the Army Corps of Engineers to complete the work. Submissions for this RFP should be prepared as ‘design and build’ submissions. We are looking to secure an applicant who can help define the scope of work and implement said designs. An ideal candidate will be able to provide a rough outline of the design and build process with a tentative timeline with key stages outlined. General Requirements: 1. Create plans and specifications that will address the embankment slides on Duxbury Road, elaborating the expected lifespan of repairs. 2. Submit plans to State and Federal agencies for permitting approval if required. 3. Once approval is granted, design a scope of work for each slide with an estimated build timeline. 4. Make recommendations as to possible mitigation or alternate repair methods if pertinent. 5. Once the project is awarded, coordinate with entities as needed and inspect work for compliance with plans and specifications through to completion including payment requests, change orders and any reporting requirements to permitting agencies. 6. Document the entire work process in accordance with FEMA reporting requirements, with specific focus on any work related to the Winooski River, Hazardous Mitigation, or any other work near a water source.

A timely response to the deadline identified must be received for the SOLICITATION to be considered. Interested parties are required to submit site visit requests as well as all requests and/or questions in writing either by mail, or email, to Brian Roberge. The deadline for submission is April 28, 2025 at 4:00 PM. Submittals received after this deadline will not be considered. Please write on the outside of the sealed envelope or box: "Proposal for the Duxbury Road Project" and the name of the entity proposing, or use “Attention, Town Administrator”. Proposals will be opened and read aloud at the Bolton Town Center at the next Bolton Select Board Meeting. Proposals must remain valid for at least 90 days. If extenuating circumstances prevent the submission of a physical packet in a timely manner, contact the Town Administrator to coordinate the submission of an electronic packet. Cancel this SOLICITATION in whole or in part with or without substitution of another SOLICITATION if determined to be in the best interest of the Town; 9. Take any action affecting the SOLICITATION process or the Project that would be in the best interests of the Town; 10. Make public any and all documents associated with the Project. 11. The bid will be awarded subject to availability of funds. The Town of Bolton Selectboard reserves the right to reject any and all bids based on financial constraint or other factors that negatively impact the successful completion of the project. 12.
