NOTICE AND INSTRUCTIONS TO BIDDERS 1. Sealed Bids will be received by the Town of Williston hereinafter referred to as the “Owner” at 7900 Williston Road, Williston, VT 05495 for performing the Work as described as follows: Williston Town Hall Parking Lot Improvements as described more fully in the Plans and Specifications. Bids will be received by the Town of Williston via email until 1:00 PM local time on Tuesday, April 8th, 2025. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Bids shall be submitted to all of the following addresses: bhoar@willistonvt.org; cdougherty@willistonvt.org; jbooth@aeengineers.com; aarsenault@aeengineers.com; Bids received electronically past the bid due date and time will be considered late and thus will not be included in the bid tabulation. Bidders are required to confirm receipt once a bid has been submitted. A bid tabulation will be released to all bidders within 5 business days. 2. All Bids must be made on the blank form of the proposal attached hereto. No lines on the BID may be left blank. BIDS shall not be faxed. Failure to fully complete the BID will render the Bidder non-responsive, and the BID will not be read. In the event there is any discrepancy in the PROPOSAL between any price in words, figures, or the extended totals, the price in words shall govern and the extended totals in each case shall be corrected accordingly. 3. A Bid Bond or Certified Check in the amount of 5% of the total BID submitted must accompany the BID. Failure to submit such with the BID will render the Bidder non-responsive, and BID will not be read. 4. A Bidder may withdraw any proposal submitted prior to the hour set for the closing of the Bids provided the request is signed in a manner identical with the proposal being withdrawn. No bidder may withdraw a Bid within 45 days after the actual date of the opening. 5. The Owner will be responsible for payment in accordance with the terms of the Agreement when the Work is completed. 6. The Owner reserves the right to reject any and all bids. 7. A Pre-Bid Conference for prospective Bidders will be held at the Town of Williston Public Works Office at 7900 Williston Rd, Williston, VT 05495 on March 25th at 10:00 A.M. at the Williston Town Planning and Zoning Office at 7900 Williston Road, Williston, VT 05495. 8. The Bidding documents may be examined at the Williston Town Office, 7900 Williston Road, Williston, VT 05495 on Mondays through Fridays between the hours of 9:00 AM and 3:00 PM, or at www.aeengineers.com. Notice and Instructions to Bidders Page 2 of 2 9. Copies The Issuing Office for the Bidding Documents is: Blueprints, Etc, 20 Ferrell Street, South Burlington, VT 05403, (802) 865-4503. Prospective Bidders may obtain the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office at a non-refundable cost of $150 for each set, plus shipping. This purchase price includes a full set of Bidding Documents and an electronic copy of the Bidding Documents in portable document format (PDF). Alternatively, electronic only copies in portable document format (PDF) of the Bidding Documents are available for a non-refundable charge of $80, plus shipping. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. 10. The apparent low bidder shall provide evidence of past related experience and applicable references for said work to the owner within 5 days of the bid opening. 11. If the low bidder intends to award the work to subcontractor(s) in excess of 50% of the contract price, the owner’s written approval is required prior to contact award. The low bidder shall make a written request to the owner and supply the names and address of major material suppliers and subcontractors in support of the request.
