Request for Bids
Two Projects for Paving-2025
Scope of Work
The Town of Berlin is seeking bids for two projects for paving as listed below. Bids to include the full cost of the job, as well as the price per ton. It shall be the contractor’s responsibility to prepare the projects for paving.
Project 1: Paine Turnpike North from Montpelier City Line to Addison Drive (Approx 1600’)
Reclaim by grinding surface (fine grade)
Pave with 2.5” Type 2 base
Type 3 Top Coat
Project 2: Scott Hill Road from #525-1055 (Approx 2850’)
Reclaim by grinding surface (fine grade)
Pave with 2.5” Type 2 base
Type 3 Top Coat
The Town strongly recommends a review of both sites with the Highway Superintendent prior to placing your bid. Contact highway@berlinvt.gov to schedule
All projects are subject to the availability of funds.
Estimated start date July 1, 2025 (maybe sooner with approval from Highway Superintendent)
This job is to be completed no later than November 5, 2025.
Contractors will be responsible for traffic control during the job.
General Information for Bidders
The Town of Berlin reserves the right to accept or reject any in whole or in part any proposal at the discretion of the Highway Superintendent. Contracts that are awarded are deemed to be in the best interest of the Town. The Town also reserves the right to not issue a contract as a result of this requests for bids.
Pricing should clearly state all costs associated with the services to be provided. There is no expressed or implied obligation on the part of the Town of Berlin to reimburse bidders for any expenses incurred in preparing or proposals in response to this request.
Insurance Requirement
A successful bidder will furnish the Town with a certificate of insurance naming the Town of Berlin as an additional insured party. This is to be executed by a duly authorized representative of each insurer. The cost of insurance will be the responsibility of the vendor.
Liability Insurance
Contractor shall maintain Commercial General Liability Insurance with a limit of not less than $1,000,000 per each occurrence and General Aggregate coverage of at least $2,000,000.
Worker’s Compensation Insurance
The Contractor is expected at all times to comply with all applicable workers’ compensation, occupational disease, occupation health and safety laws. The Town will not be responsible in any way for claims filed by the Contractor or their employees for services performed under the terms of this contract.
Bid Instructions
Bids are to be in a sealed envelope, clearly marked “Bid for Paving” and sent to the attention of Ture Nelson, Town Administrator, 108 Shed Road, Berlin, Vermont 05602.
All Bids must be received by 12:00 p.m.-Noon-April 3, 2025. Bids will be opened at the Select Board MeetingTown office on Monday April 7, 2025. The Town reserves the right to take bids under advisement should further review be warranted.
All bids must be submitted either in person or by U.S. Mail as specified above. If the bid is mailed, ample time should be allowed in order to ensure that bids are received in time. Due to periodic delays in receiving first-class mail, bidders should verify the receipt of their bid prior to the bid due date. The Town is not responsible for any lost or mis-directed bids. No faxed or emailed bids can be accepted. Bids are to be submitted on the Bid Form provided to facilitate bid comparisons. Additional information may be included if the bidder desires.
