Bid Description:
Summary: The Town of Coventry, Vermont, is seeking qualified engineering consultant(s) to
complete an ice jam study to determine mitigation options for reducing flood risks
associated with the occurrence of ice jams.This project is funded by Vermont Department
of Public Safety under the Building resilient Infrastructure and Communities 2022 program.
The work is expected to conclude by October 31, 2025. The budget for engineering services
is $61,000.
Background: The focus of this study is the Town of Coventry, which contains long stretches
of the Black River and Barton River in Orleans County, Vermont. Aside from these two
rivers, flood areas exist in town along Stony Brook, Day Brook, Alder Brook, and Trout
Brook. These areas are fragile and vulnerable when flooding occurs. Several main routes
for transportation are within the study area, which have been known to flood in previous
years. Ice jams resulting in flooding have occurred near the bridges of Route 14, Back
Coventry Road, Heermansville Road, and Route 105/Route 5.
Previous ice jams in Coventry have been known to occur due to flash flooding, periods of
quick warming, and thaws within winter and spring. Flooding of these areas has the
potential to cause structural damage to homes and businesses, especially along Route
105 and Route 5. In the past, one business and five houses located on Main Street have
been impacted by ice jams and have experienced flooding. The major concern within
Coventry with regards to ice jams is the structural damage that has the potential to occur
to the many bridges within town.
Service Requested:
The scope of work is intended to develop a plan for action to reduce the flooding of
the Black River in the Town of Coventry. The consultant(s) will scope flood mitigation
options, develop final plans for the preferred method, a benefit Cost Analysis, and a
complete application for funding for implementation. The successful consultant proposal
will include these services:
Project Kickoff: The consultant(s) will meet with local officials and project managers
to identify and confirm intended methodologies and deliverables, previous studies
and data for consideration, and a public outreach plan.
Review of Existing Data: Consultant(s) review of existing documents on the project
scoping area to date, which include, FEMA Flood Insurance Study, Ice Jam
Assessment for Coventry (USACE 02/2022), Coventry Hazard Mitigation Plan, USGS
gauge data and historic land use photos, and flood event photos.
Analysis of Mitigation Actions: Perform an analysis of possible mitigation actions to
support the determination of the preferred method of reducing ice jam flooding and
its impacts.
Reporting: Consultant(s) will provide a report that includes, at minimum,
recommendations that summarizes the preferred method of mitigation that
reduces impacts of flooding,
Benefit Cost Analysis: The report must include a detailed benefit cost analysis
sufficient to support a grant application for funding for implementation of the
preferred method.
Public Presentation: Strong public consensus is essential to the success of this
project. The selected consultant(s) work must therefore include a presentation for
at least one publicly warned meeting to discuss findings.
Proposals: Bids are due at the Town of Coventry by Friday, March 18, 2025 at 4 p.m. and
should contain:
? Cover letter identifying consultant(s) proposed for the project. The letter should
highlight relevant experience with similar endeavors
? Detailed cost proposal
? Schedule with milestones for completion
? Description of any special considerations, approaches, or strategies the
consultant(s) will take to achieve superior solutions
? Examples of completed work with comparable complexity and size
? At least three (3) professional references for similar projects completed within the
past ten (10) years
? Resumes for all staff proposed for the project

Evaluation Criteria: The Town will determine the most responsive bidder using the
following criteria:
? Price
? Bidder’s ability to perform within the specified time limits
? Bidder’s experience and reputation, including past performance for the Town
? Quality of materials and services specified in the bid
? Bidder’s ability to meet other terms and conditions, including insurance and bond
requirements
? Bidder’s financial responsibility
? Bidder’s availability to provide future service, maintenance, and support
