TOWN OF BENSON
Request for Proposals
The Town of Benson is requesting proposals for the period July 1, 2022 through October 1, 2022 for hauling crushed stone and winter sand (3/8 minus crushed stone). Crushed stone will be delivered to Benson’s Town Garage 598 Hulett Hill Rd, Benson, VT or directly to the road site in Benson at the discretion of the Road Commissioner. Crushed stone delivered to road sites may need to be spread on the road. Winter sand will be delivered to Benson’s Town Garage, 598 Hulett Hill Road. Annual usage of winter sand is approximately 4,000 tons, with approximately half of the annual usage (2,000 tons) being delivered during this contract period.
Please provide price quotes for hauling both products from two different sources:
Wallingford Crushed Stone, Route 7 S Wallingford and
Casella’s, Route 133, Clarendon Ave, Clarendon.
Information requested: All quotes should be for the period 7/1/22 to 10/1/22:
• Price quote per ton for hauling crushed stone.
• Price quote per ton for hauling winter sand (3/8 minus crushed stone).
• Price quote for hauling directly to road job sites in Benson (priced per hour or per ton).
• Price quote for hauling gravel, stone, and asphalt millings from the Town Garage to road sites as specified by the Road Commissioner (priced per hour or per ton).

Bid Terms
A. The Town of Benson reserves the right to accept or reject any/all proposals at their discretion and to award a contract based solely on the Town’s determination of the best proposal considering all circumstances.
B. The Town of Benson reserves the right to retain all proposals and to use any ideas in a proposal regardless of whether the proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in this RFP unless clearly stated to the contrary and specifically noted in the proposal.
C. Proposals will clearly state and explain all costs associated with the services provided. Incremental or partial payment requirements must be clearly stated in the proposal.
D. The Town of Benson has no obligation to reimburse bidders for any expenses incurred in preparing and/or presenting proposals in response to this request.
E. The Town of Benson Selectboard reserves the right to withhold up to 10% of the total contract price from the final payment if there is work remaining or repairs required before the project is complete.
F. Bids must be typed or handwritten neatly. If the bid is being submitted by email, the actual bid must be on a PDF attachment to the email document.
G. Insurance Requirements: (applies only if work is being performed in the Town of Benson. Does not apply to RFPs for products) The contractor will furnish the Town with a certificate of insurance from an authorized representative of each insurer showing compliance with the insurance requirements set forth below.
1. The contractor shall, at their expense, obtain and keep in force insurance coverage during the full term of this contract and provide the town with a Certificate of Insurance showing the Town of Benson, Vermont as an additional insured.
2. Liability Insurance- The contractor shall maintain commercial general liability insurance with a limit not less than $1,000,000 per occurrence with a $2,000,000 general aggregate.
3. Auto Insurance- The contractor shall maintain automobile liability insurance with a limit not less than $500,000.
4. Workers’ Compensation- The Contractor will, during its service to the Town, comply with all applicable worker’s compensation, occupational disease, occupational health, and safety laws, statutes, and regulations to the full extent applicable. The Town shall not be responsible for claims filed by the contractor, their employees, and their subcontractors for services performed under the terms of this contract. Additionally, the Contractor is responsible for ensuring that any subcontractors provide adequate insurance coverage.
H. Evaluation and Selection Criteria: The Town will consider the following criteria when evaluating and selecting a proposal: Price, clarity and completeness of proposal, contractor’s ability to perform the work in the specified guidelines, contractor’s experience and reputation, quality of materials specified in the bid, contractor’s ability to meet other terms in the contract, and by contractor’s financial stability.
