Bid Description:
In 2017, Governor Scott delegated authority to the Agency of Natural Resources (ANR) to administer Vermont’s allocation of the Volkswagen Environmental Mitigation Trust (EMT) to offset emissions of nitrogen oxides (NOx) in the state. The Department of Environmental Conservation (DEC) is the entity within ANR, the State of Vermont’s designated beneficiary of the Volkswagen Environmental Mitigation Trust, that is responsible for implementation of and compliance with all legal obligations under the Trust agreement. Based in part on input from the public, other state agencies and the legislature, DEC has determined that funds from Vermont’s allocation of the Trust will be allocated to assess the feasibility of all-electric technologies and begin to catalyze market transformation in Vermont.
DEC is seeking proposals for electric replacement or repower1 projects for all eligible mitigation actions under the Volkswagen EMT. However, due to the ongoing electric school and transit bus pilot project currently being funded, applicants will be required to submit additional justification for these types of projects. DEC will only consider the proposal for funding if additional justification for the project is provided and determined to be significant as it relates to the advancement of school, shuttle, or transit bus electrification technologies in the state. The applicant’s justification should clearly state the rationale for implementing this additional electric bus project prior to the conclusion and evaluation of the current Vermont Electric School and Transit Bus Pilot Program, the anticipated value and benefits of this proposal, as well as any significant differences between this proposal and the current pilot program. Up to $4 million is available for project period beginning December 1, 2020 and ending November 30, 2022.
