Bid Description:
The State of Vermont on behalf of the Agency of Human Services (AHS), is soliciting competitive sealed bids from qualified vendors for fixed price proposals (Proposals) for a Pharmacy Benefits Management (PBM) Solution that includes PBM Operational Services and the Software Design, Development, and Technical Support to deliver those Services.
No additional amendment will be issued regarding the State’s decision regarding Vermont’s Dual Eligible (DE) Demonstration project.
In their responses, Vendors can ignore specific references to Vermont’s Dual Eligible (DE) Demonstration. Other references to Medicare and Part D continue to be valid. The key sections which are affected are:
• RFP, under Section 2.3.1;
• Template G Section 1.3.5
• Template L
o Tab 3. Implementation, line 68 “Implementation of Drug Benefit for Duals Demonstration Project-Part D Compliant"
o Tab 3. Implementation line 48
o Tab 4. PBM operations line 26
Vermont continues to be interested in developing an MTM program that will comply with all Part D requirements for such programs, will be offered to both Medicaid and Medicaid/Medicare eligible populations, and will be integrated into and coordinate with other State initiatives. Therefore Vendors should continue to respond in Template L Tab 3, line 69 and Tab 4, line 27 for these broader population.
